BACKGROUND:
The Rivermist forcemain conveys sanitary wastewater from the Rivermist lift station to the sanitary gravity sewer on Knoch Knolls Road. It consists of a 4-inch ductile iron pipe installed in 1987, serving 71 single-family homes in the subdivision. In 2022, the Water Utilities contracted with RJN Group to perform a condition assessment of the forcemain. The inspection revealed significant diameter restrictions and high-risk anomalies, indicating potential leaks. RJN’s report recommended trenchless rehabilitation as one of the viable options.
In October 2025, Water Utilities issued Bid 25-299, Rivermist Forcemain Rehabilitation. The scope of work includes rehabilitation of approximately 475 feet of 4-inch ductile iron forcemain, along with associated site work and restoration.

Based on reference checks, Mauro Sewer Construction, Inc., has adequate experience in pressure pipelining projects and has successfully completed similar projects.
Staff recommends awarding the contract to Mauro Sewer Construction, Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The project will be substantially completed by July 31, 2026, with a final completion date of October 31, 2026
