BACKGROUND:

The Department of Public Works - Public Buildings Operations (DPW-PBO) retains electrician services on an as-needed basis for work beyond the scope of in-house staff and/or to supplement efforts of DPW-PBO.

 

On February 2, 2022, the City Manager approved the original award of Contract 21-394 for a one-year term from February 2, 2022 to December 31, 2022, with four one-year options to extend the contract.

 

Change order #1 was approved by the City Council on March 4, 2022 to replace transfer switches at the Municipal Center as part of capital improvement project (CIP) MB 223 - Generator and Transfer Switch Replacement.

 

DISCUSSION:

The requested change order includes all material, equipment and labor required for three separate electrical services projects:

 

1.                     Fire Station #3, at 1803 Washington, requires a 20 KW Generator replacement. Existing 20RZ to be replaced with a new Cummins C20N6 208/120-V three phase generator at a cost of $26,552;

 

2.                     Fire Station #4, at 1971 Brookdale, requires a 20 KW Generator replacement. Existing 20RZ to be replaced with a new Cummins C20N6 208/120-V three phase generator at a cost of $27,400;

 

3.                     The Municipal Center requires the installation of electric in order to support the installation of a shunt trip for both elevator cars, cost $15,894.

 

The work remaining in CIP MB223 includes the replacement of the generators at Fire Stations 3 and 4. These units meet the age and condition criteria for replacement.  The power for the shunt trips (to be installed by Urban Elevator) is necessary to comply with a safety mandate identified during a state inspection of the elevator cars.

 

This additional work is germane to the contract and was not foreseeable at the time of initial award. Pricing is based on hourly rates and a percentage mark-up for equipment and material. The generators have a 43-week lead time. The work to install the units at the Fire Stations will be completed in Spring 2023. The electric installation to support the elevator work will begin upon approval of the change order and will take five days to complete.   

 

FISCAL IMPACT:

Electrician services are expensed to the Building and Grounds Maintenance and the Building Improvements accounts listed below.  The generator replacements are a part of MB223, Generator and Transfer Switch Replacement, of which $185,000 has been budgeted for in 2022.  In addition, a total of $330,000 has been budgeted for contracted building maintenance in 2022.  The requested change order is within the budgeted amount for this expense.
