BACKGROUND:

The units listed below were reviewed and approved by the Fleet Services Manager for replacement in the FY2026 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 23.0 or greater.

Two units did not meet the replacement score; however, staff recommends that they be included in this round of replacements. Unit 131 has undercarriage corrosion that could become structural before 2027 and Unit 169 will be retained and reassigned to replace TED Unit 509, which scored 26.75.

 

DISCUSSION:

The units listed above are used daily by the Police and Fire departments for routine operations and emergency responses. The retired vehicles will be sold through the City’s auction service provider. The units will be replaced with 2026 Ford Police Utility Interceptor Hybrid SUVs consistently specified with other units in the same operational use.

 

Ford order banks for the 2026 Explorer Police Interceptor Utility model year that closes in December 2025. Order banks will not reopen for the 2027 model year until late in 2026, making it highly likely that units purchased at that time would not be delivered until 2027.

 

The new vehicles are available on the SPC Cooperative, an approved cooperative through Currie Motors Fleet, Contract #204. Using the City’s specifications, Currie Motors has quoted $393,936 for all eight vehicles. Unit prices are listed in the background table.

Vehicles replacements for the Police and Fire departments are expensed to the Vehicles and Equipment accounts listed below. The 2026 budget is still being developed; however, both the Police and Fire departments did include the replacements outlined above in their proposed 2026 budget. In total, the Police Department included $868,700 and the Fire Department included $1,800,731 for all vehicle replacements in 2026. The proposed budget amounts for the individual units outlined in this award are sufficient to support these expenditures in 2026, and staff will ensure the proper amounts stay in the final budget.
