BACKGROUND:

The Department of Public Works - Public Buildings Operations (DPW-PBO), is responsible for maintaining both the interior and exterior components of the municipal facilities. In 2018, DPW-PBO established Capital Improvement Project (CIP) MB212 - Municipal Facilities Exterior Restoration Program. Due to the age and ongoing environmental exposure of the facilities, regular condition assessments and preventative maintenance of the granite and brick building facades are essential to preserving structural integrity, ensuring public safety, and protecting the City’s capital assets.

 

DISCUSSION:

In 2026, Phase II of the Electric Service Center (ESC) exterior restoration project will continue restoration work initiated in Phase I and begin improvements on the east façade and the north elevation of the facility. 

 

In addition, Phase 1 of the 4th Avenue Train Station will begin on the north side of the building facing the train tracks. The project will consist of repairs to both interior and exterior brick masonry and extend edge-to-edge along the full length of the primary wall. Structural pillars are excluded from the scope in this phase.  

 

Work at both locations includes removing and replacing all window adhesive, spot grinding and tuckpointing deteriorated areas and lintels, replacing broken or deteriorating brick, replacing expansion joints, power washing, and applying masonry sealant to protect and preserve the building envelope. 

 

Staff has identified an approved cooperative contract, Omnia Partners Cooperative Contract PW1925, through Garland/DBS Inc., for the restoration services (RBO-qualified).

 

Term of contract is from date of award with a completion date of September 30, 2026.

Municipal facilities exterior restoration services are expensed to the Building Improvements accounts listed below. This work is associated with MB212, the Municipal Facilities Exterior Restoration Program. Public Works included $260,000 in the 2026 budget for expenses associated with MB212. The award is within the amount budgeted for this expense.
