BACKGROUND:
The City Council awarded Contract 22-287 to TUSA Consultant Services on January 17, 2023 for a three-year term from January 20, 2023, to January 19, 2026, with two one-year options to extend.
The purpose of this contract was to hire experienced and qualified independent consultants to partner with the City to provide direction, analysis, designs and recommendations for upgrading the public safety radio system to a P25 standards network.
The City of Naperville currently operates an OpenSky Land Mobile Radio (LMR) System from L3Harris that was implemented in 2008-2009. The OpenSky system is being phased out by the vendor and the current maintenance contract ends in April 2026.
In addition to OpenSky being phased out, the City needs to resolve reliability and coverage concerns regarding how the radio system performs today for public safety personnel.
The City Council awarded Change Order #1 on Contract 22-287 to TUSA Consultant Services on June 11, 2024, for an amount not to exceed $162,800 and a total award of $357,420.
The purpose of that Change Order was for additional support during the P25 Radio Project implementation phase to ensure the system and scope were properly implemented, tested, and expanded to include:
• Engagement in the Detailed Design review with Motorola
• 18 Months Technical Support (includes one multi-day visit every month)
• Radio System Staging Support
• Microwave Staging Support
• Double the hours for Coverage testing and Functional Testing.
DISCUSSION:
This Change Order is for an additional $44,250 because of project delays that have extended beyond the original 18-month implementation cycle. This has caused Motorola to update their project timeline to June 2026 because of site acquisition and permitting issues.
The updated timeline has resulted in TUSA needing additional work to perform a two-phase testing plan to complete the full foliage requirement (full system-wide coverage testing with leaves on the trees) and meet the City’s need to transition off the OpenSky radio system before the end of April 2026.

Consultation Services for the Land Mobile Radio Network are expensed to the Other Professional Services account listed below. The 2025 budget included $16,600,000 for expenses associated with this project. Additionally, the 2026 proposed budget included $3,000,000 for future expenses associated with this project. Consulting services were not originally anticipated to extend into 2026, so the below account does not contain a budget for these expenses in 2026. However, the overall capital budget does include funding to support expenses associated with LR080 in 2026, and it is anticipated that the overall project budget can accommodate this change order.
