BACKGROUND:
DuPage County Board Member Saba Haider has requested that County funds support Naperville Community Television’s (NCTV17) purchase of five replacement field news cameras and related equipment, at a total estimated cost of $30,185.70. DuPage County does not have the legal authority to provide these funds directly to NCTV17 for operation of a local television station. The City of Naperville, as a home rule municipality, has greater flexibility. The County therefore requires the City to be the named applicant and to serve as the pass-through entity under an intergovernmental agreement. This is the same structure used for a similar 2025 County grant administered for NCTV17.
Section 4.1.5 of the City’s First Amended Agreement with NCTV17 (approved by Resolution 25-35 on September 16, 2025) expressly authorizes the City to receive grants, including from county member initiative programs, and to pass those funds through to NCTV17 for purposes consistent with the agreement and the funding entity’s requirements. NCTV17 is obligated to use the funds exclusively for the specified purposes and to furnish the City with all necessary documentation and reports to ensure compliance.
DISCUSSION:
The attached Intergovernmental Agreement between the County of DuPage and the City of Naperville for Community Television Grants provides that the City will administer the grant, review expenses, make direct payments to NCTV17, and submit one invoice to the County for reimbursement of actual costs not to exceed $30,185.70. The County will reimburse the City upon receipt of the invoice and supporting documentation. All funds must be expended prior to November 30, 2027, with supporting documentation submitted no later than December 31, 2027.
The project is more fully described in the DuPage County Funding Application (attached as Exhibit A to the IGA), which the City submitted as the applicant on behalf of NCTV17. The cameras will replace field gear purchased in 2014 that is past its useful life.
The proposed resolution approves the IGA (subject to minor revisions as may be approved by the City Attorney) and authorizes the Mayor to execute and the City Clerk to attest it.
FISCAL IMPACT:
None. The arrangement is a pure pass-through. The City will pay NCTV17 for approved equipment purchases and will be fully reimbursed by DuPage County up to $30,185.70. No local match or ongoing City financial obligation is required under the IGA.
