BACKGROUND:

Staff received a request from a resident to evaluate the intersection of Josiah Rd and Weatherbee Ln. The resident stated that drivers on Weatherbee Ln do not properly yield to Josiah Rd and a residential building on the northwest corner of the intersection obstructs sight of the west leg of Josiah Rd.

 

DISCUSSION:

The intersection of Josiah Rd and Weatherbee Ln is a four-leg intersection, with the east leg of Josiah Rd terminating 100ft east of the intersection. Currently, this intersection has no right-of-way control, and the intersection is governed by the Illinois Rules of the Road.

 

The intersection of Josiah Rd and Weatherbee Ln is located in Naper Commons, a newly constructed neighborhood. The right-of-way control plan for the neighborhood was approved by the City before construction determined that this intersection would have no stop control. Per the FHWA’s Manual on Uniform Traffic Control Devices (MUTCD), the types of right-of-way control used at an intersection should be the least restrictive that provides appropriate levels of safety and efficiency for all road users (Section 2B. 04). No right-of-way control is often appropriate at the intersection of two local streets due to low traffic volumes. Staff collected traffic data in 2025 when construction of Naper Commons was complete to verify the neighborhood’s right-of-way control. Traffic volumes and crash history from 2025 did not warrant stop control at the intersection of Josiah Rd and Weatherbee Ln (MUTCD Section 2B. 09).

 

Staff conducted a follow-up intersection sight distance study at Josiah Rd and Weatherbee Ln. The study revealed that there is not sufficient corner sight distance available to allow vehicles approaching the intersection to adjust their speed to yield to conflicting traffic. A residential building blocks sight lines on the northwest corner of the intersection and a berm obstructs sight lines on the southwest concern of the intersection (Exhibit 1). Weatherbee Ln and Josiah Ln meets the following criteria for a two-way stop control, MUTCD Section 2B.11 Warrant A: A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway. As Josiah Rd has the lower traffic volumes, Josiah Rd will stop for Weatherbee Ln.
