BACKGROUND:

The Department of Public Works - Public Building Operations division (DPW-PBO) is responsible for the maintenance and repair of the concrete surfaces in the vehicle and equipment storage garages at the fire stations, Electric Service Center, Public Works Service Center and the Police Department as well as the public restrooms and stairways in the City’s parking decks.  Due to age, use and environmental factors, the surfaces are showing wear and deterioration.

 

CIP Project MB211 - Municipal Facilities Garage Floor Restoration Program, was established in 2017 to maintain and repair concrete surfaces to prevent deterioration and reduce major replacement costs. In 2018, the restroom floors at the Van Buren parking deck and the stairways at the Water Street parking deck were sealed to improve the effectiveness of cleaning and to protect the surfaces from the damaging effects of salt. 

 

The Police Department garage floor is original to the 1988 construction of the building. It is used to store tactile vehicles, motorcycles, department vehicles, and equipment. Due to its usage and age, the concrete is exhibiting deterioration throughout the garage which is causing safety and drainage issues and has been identified for restoration in 2019.

 

DISCUSSION:

The Police Department floor restoration project will consist of grinding, patching and surface preparation required for the application of the Tread Shield epoxy floor system. The Tread Shield epoxy floor system provides a waterproof, slip resistant, and easy to clean surface. Upon completion, the garage floor will also be covered under a 15-year warranty.  The concrete floor restoration services are available on the US Communities Government Cooperative Contract #14-5903 through Garland/DBS Inc.

 

DPW-PBO will continue to inventory and evaluate the concrete floors at City facilities and prioritize future work for completion through this CIP program.

The Police Station Garage Floor Restoration Project is expensed to the building improvements account below.   This work is related to MB211, Municipal Facilities Garage Floor Restoration Program, for which $110,000 has been budgeted in 2019.  The requested award of $104,860 is within the budgeted amount for this expense.
