BACKGROUND:

The city manager awarded Contract 20-072 to Braniff Communications on March 2, 2020 for a five-year term from January 1, 2020 to December 31, 2024.  The purpose of this contract is for the annual preventative maintenance, replacement battery equipment, and repairs as needed for the outdoor warning siren system.

 

DISCUSSION:

This change order is requested to add funds to an annual subscription with an on-premise software license to the multi-year agreement currently in place. This allows additional features in the software currently used in Naperville PSAP, backup PSAP, and the Emergency Operations Center to automatically activate the outdoor warning sirens.  The new feature will use a data feed from the National Weather Service with geographic specific polygons for Tornado Warnings to automatically activate the outdoor warning sirens inside the polygon within Naperville. 

 

The current procedure is to activate all sirens if any part of Naperville is inside the polygon.  This will eliminate the call handling, interpretation and activation procedures from Naperville 911 thus removing the delay and any potential human error. This feature will be incorporated into future annual renewals through the end of the term.  Naperville will still retain the ability to manually activate the sirens if a tornado is spotted approaching, or inside Naperville, and no warning has been issued.

 

As established in the original award, Braniff Communications is the authorized maintenance vendor for this area per the manufacturer, Federal Signal.

Subscription for the on-premise license for the warning siren system will be expensed to the account listed below and is facilitated by underspend in the department’s software maintenance accounts. Staff will budget accordingly, the annual maintenance costs and the license fee for the remaining years of the contract.
