BACKGROUND:

The Information Technology (IT) Department maintains the technology hardware environment for City staff across all departments.  This environment includes ruggedized laptops and tablets. During CY 2017, IT staff met with representatives of the departments to discuss and address changes to the computing requirements of their staff.  Devices that had reached the end of their warranty were reviewed for job requirements with an emphasis on the needs of software utilized in the field, including the new ERP and asset management.   Additionally, test deployments of various ruggedized models were run in the Transportation, Engineering and Development Business Group, Water Utilities and Fire Department. 

 

Ten (10) systems were identified as requiring the fully ruggedized Panasonic CF-31 Toughbook system.  The recommended model is the Public Sector Specific CF-31 with Intel Core i5-5300U, 13.1 XGA Touch screen, 256 GB SSD, 8 GB RAM with 4G LTE MultiCarrier, GPS, Emissive Backlit Keyboard and 3 Year Public Sector Service Package.

 

Thirty-five (35) systems were identified as requiring the fully ruggedized Panasonic CF-33 Convertible (Laptop/Tablet) system. The recommended model is the Public Sector Specific CF-33, Intel Core i5-7300U, 8GB RAM, 256 SSD, 4G LTE, GPS, 3 Year Public Sector Toughbook Service Bundle.  This device will replace the end of warranty FZ-G1 fully ruggedized tablets.  The Fire Department tested three different devices and determined this model to best fit the software requirements and operational requirements of the EMT’s.

 

Five (5) Public Safety vehicles were identified as requiring the Gamber Johnson Laptop Vehicle Dock.

 

Forty-eight (48) systems were identified as requiring the semi ruggedized CF-54 Toughbook system.  The recommended model is the Public Sector Specific CF-54, Intel Core i5-6300U, 8GB RAM, 256 SSD, 4G LTE, GPS, Emissive Backlit Keyboard, 2nd Battery and 3 Year Public Sector Toughbook Service Bundle.

 

 

DISCUSSION:

Several City departments utilize CityWorks and GIS maps in the field to perform task such as Julie locates, asset management, work orders management and performing building inspections.  These devices are also utilized by Public Safety for Dispatch Communications and communicating with Edward Hospital while transporting patients.

 

An existing State of Illinois Joint Purchasing Agreement, CMS5848520, has been identified to procure the required Panasonic Hardware and Accessories.

 

FISCAL IMPACT:

Panasonic Hardware and Accessories are expensed to the Technology accounts below.  A total of $336,495 has been budgeted for the purchase of ruggedized laptops and tablets in CY2017.  The overage will be accommodated by savings in other line items in these accounts.
