BACKGROUND:
The City of Naperville is completing the design and permitting for the improvements to the 87th Street Bridge over Springbrook Creek. The project will involve complete replacement of the existing two-span PCC Deck Beam structure bridge with a single span superstructure. New retaining walls will be constructed along both bridge approaches, and a sidewalk will be added over the south side of the bridge to allow pedestrians to cross the bridge separated from traffic. The project will add a protected left turn lane on 87th Street at Springbrook Drive to increase safety and efficiency operations at the intersection. The work requires a temporary construction easement over a portion of Naperville Park District Property to construct a drainage swale to maintain existing drainage patterns.
The City of Naperville has been working in partnership with the Naperville Park District to obtain a temporary construction easement to perform the necessary work on a portion of the Naperville Park District's property at 2359 Nottingham Lane. The attached Intergovernmental Agreement, with associated exhibits, grants the easement.
DISCUSSION:
At the August 13, 2026 Board of Commissioners meeting, the Naperville Park District approved the Intergovernmental Agreement (IGA) which:
1. Establishes the temporary construction easement.
2. Establishes each agency's responsibilities and other obligations with respect to the permit area.
3. Establishes that the City of Naperville shall undertake this work at its sole expense.
The estimated cost of construction is $5.7 million. $3 million of federal funds has been secured through the Local Bridge Formula Program.
