BACKGROUND:

The Department of Public Works - Public Building Operations (PBO) and Fleet Services Divisions retain the services of a contractor to provide maintenance and repair services for emergency generators, electrical transfer switch gear and other support power systems backed up by emergency generators located in designated City buildings, pump houses, and various de-watering sites around the City.

 

The City currently uses 44 emergency generators to provide back-up power for several functions, including E-911 and utility dispatching, critical computer operations, and residential subdivision waste/storm and water pumping.  These units require cyclical preventative maintenance and repairs to the power generator engine and switch gear to ensure reliable operation in an emergency power situation.

 

In March 2018, the City Council awarded Contract 18-024 to Interstate Power Systems, Inc for a two-year term. In July of 2019, the City Council approved Change Order #1 to correct an error in the award amount which only included funding for preventative maintenance services and not for material or repairs.  $100,000 in funding was added to the contract for the materials and repair costs, for a total award of $203,292.60.

 

DISCUSSION:

This change order is requested to replace the radiator in the main generator that supports the Municipal Center in the event of a power outage. This generator supports IT business systems, the elevators and lighting. The radiator issue was discovered during the biannual preventative maintenance service. The cost to replace the radiator is $29,000.

 

Given the critical systems protected by the generator, PBO staff will work with Volt Electric, the City’s electrical contractor, to install a temporary generator for the duration of the work.

Contracted generator maintenance services are expensed to the Building and Grounds and Equipment Maintenance accounts listed below.  A total of $825,000 has been budgeted for contracted building maintenance and fleet maintenance services in 2020.  The requested change order of $29,000 is within the budgeted amount for this expense.
