BACKGROUND:

This project is a collaboration between the Transportation, Engineering and Development Business Group (TED), the Water Utilities, and the Electric Utility to perform capital maintenance on City-owned parking lots. Maintenance tasks from these departments have been consolidated into a single project that TED will oversee.

 

The 2026 project involves the maintenance of 48 City-owned locations, including:

                     6 downtown business district lots

                     4 commuter lots

                     3 police department lots

                     6 fire stations

                     1 park district lot

                     3 electric department locations

                     25 sites maintained by the Water Utilities

 

In addition to the locations listed above, six sections of multi-use path will also be maintained.

 

The maintenance work will range from low-impact maintenance (crack sealing and parking stall painting) to high-impact maintenance (seal coating, patching, and resurfacing). Restrictions were incorporated into the contract to minimize impact to residents, businesses, and visitors by maintaining appropriate access, decreasing the reduction in the number of parking spaces available, and limiting construction hours to off-peak periods. As part of the project, TED will communicate with City departments, as well as outside partners, including but not limited to the Downtown Naperville Alliance, adjacent business owners, and commuters.

 

DISCUSSION:

On May 7, 2026, TED issued Bid 26-016, 2026 Municipal Parking Lot Maintenance Program, seeking contractors to perform maintenance and repairs on City-maintained parking lots and bike paths.

Class One Professionals, LLC

NON-RESPONSIVE

 

At the time of bid opening, Class One Professionals, LLC, appeared to be the lowest bidder. However, upon examination of their bid submission, it was found that the Responsible Bidders Affidavit and Subcontractor Bid form were not complete, and the references provided did not match the size and scope of the project. Additional time was allowed for Class One Professionals, LLC to submit the necessary documents and relevant reference projects, but no documents or suitable references were received to meet the bid requirements.

 

Prior to recommending an award, staff from Procurement and TED met with the next lowest responsive bidder, Everlast Blacktop Inc., to review the contract requirements for this project. The contractor confirmed that they understand the required scope of work and timeline.

 

Staff recommends awarding the contract to Blacktop Everlast Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified). 

 

The completion date of this project is October 16, 2026.

 

FISCAL IMPACT:

CIP #: MB035 & MP016

 

Municipal Parking Lot Maintenance is expensed to the Infrastructure accounts listed below. TED included $2,248,200 in the 2026 capital budget for expenses related to MB035, the Municipal Parking Lot Maintenance Program. In addition to the maintenance work being done in City-owned lots, a portion of this award will go towards the maintenance of multi-use paths. The maintenance work being done on multi-use paths will be done in conjunction with MP016, the Bikeway System Maintenance Program, which has a total budget of $50,000 in 2026. The award requested is within the amount budgeted for this expense in 2026.
