BACKGROUND:
In 2017, based on guidance from federal and state transportation agencies, the City of Naperville updated its guardrail inventory. At that time, it was determined that there are runs of guardrail that do not meet current standards for crashworthy end terminals. These obsolete end terminals are either breakaway cable terminals (BCTs) or turned-down end treatments.
In an effort to improve safety, in 2018 the City began to replace the obsolete terminals with end terminals that meet current Illinois Department of Transportation standards. In 2019, a consultant was retained to evaluate and design end terminal replacement for the remaining locations. These replacements were split into a two-year program, with the first-year contract awarded in 2020 and constructed in early 2021. The second-year contract was bid in 2021 but not awarded since only one bid, which was much higher than the engineer’s estimate, was submitted.
In February 2022, the Transportation, Engineering and Development (TED) Business Group issued Bid 22-070, 2022 Guardrail Improvements Project, to re-bid the second year of the program. This contract will upgrade the remaining six runs of guardrail on Book Road and 111th Street, to meet current standards. Completion of the program will improve safety and help keep Naperville in line with federal and state recommendations regarding existing guardrail installations.

Two proposals were received, both of which were higher than the engineer’s estimate and available budget. The bids received during the past two years have also been higher than expected, with a small number of bids submitted. While some adjustments were made to the engineer’s estimate to better reflect more recent bid prices, this year’s bids still came in higher. In an effort to encourage more bids, and more competitive bids, to be submitted, staff had increased the number of notices sent to include all contractors in the area pre-qualified by Illinois Department of Transportation for guardrail work; provided an extended bid period; and pushed back the project completion deadline to give the contractor the greatest possible flexibility in scheduling the work. Staff also emailed all these contractors a reminder about the project the week before bids were due. Despite these efforts, only two bids were received.
It has consistently proved difficult to find contractors for guardrail work, and the bids received during the last couple of years have been higher than typical. In addition, this project has some additional complexity due to the proximity of some work to a railroad track. Based on these considerations, and the purpose of the project being to improve roadside safety, staff recommends proceeding with awarding the bid.
The completion date of this project is November 1, 2022.

2022 Guardrail Improvements are expensed to the Infrastructure account listed below. This work is related to MP014, Guardrail Upgrade, of which $140,000 has been budgeted for in 2022. The requested award exceeds the budgeted amount for this expense. This overage will be accommodated by funds via SC099, Street Safety and Improvement Program, of which $60,000 has been budgeted for in 2022.
