BACKGROUND:
The City Council awarded Contract 22-287 to TUSA Consultant Services on January 17, 2023 for a three-year term from January 20, 2023, to January 19, 2026, with two one-year options to extend.
The purpose of this contract was to hire experienced and qualified independent consultants to partner with the City to provide direction, analysis, designs and recommendations for upgrading the public safety radio system to a P25 standards network.
The City Council awarded Change Order #1 on Contract 22-287 to TUSA Consultant Services on June 11, 2024, for an amount not to exceed $162,800 and a total award of $357,420.
The purpose of that Change Order was for additional support during the P25 Radio Project implementation phase to ensure the system and scope were properly implemented, tested, and expanded to include:
• Engagement in the Detailed Design review with Motorola
• 18 Months Technical Support (includes one multi-day visit every month)
• Radio System Staging Support
• Microwave Staging Support
• Double the hours for Coverage testing and Functional Testing.
The City Council awarded Change Order #2 on Contract 22-287 to TUSA Consultant Services on December 2, 2025, for an amount not to exceed $44,250 and a total award of $401,670.
The purpose of that Change Order was to extend TUSA’s services because of project delays that extended beyond the original 18-month implementation schedule to June 2026.
DISCUSSION:
During the original term of the contract, TUSA performed crucial assistance preparing to go live with this project and their support is still needed because implementation continues with Motorola since final milestones haven’t been completed.
Based upon the vendor’s performance, the Police Department would like to extend the contract for the first option year. TUSA has requested $42,550 to assist staff with project management and technical support through the completion of contracted milestones.
The term of this Option Year is January 20, 2026, through January 19, 2027. Some of the time under this Option Year is being retroactively awarded, due to the option year being missed prior, and the additional time not being clearly addressed in Change Order #2.

Consultant Services for the Land Mobile Radio Network are expensed to the Other Professional Services account listed below. The 2026 budget included $3,000,000 for expenses associated with LR080, the Land Mobile Radio Network. Although consulting services were not budgeted for in the account listed below, it is anticipated this option year can be accommodated within the overall budget. Staff will continue to monitor spending and make adjustments as needed to support the option year being awarded.
