BACKGROUND:

The Water Utilities Springbrook Water Reclamation Center (SWRC) has approximately 50 Auma actuators.  Electronic actuators remotely operate valves that provide air to digesters, move sludge to and from digesters and thickeners, open and close sluice gates, and move thickened sludge (biosolids) to a holding tank for final processing. The process creates stable biosolids in accordance with a land application permit, which allows biosolids to be applied to farmland as fertilizer.

 

Eight actuators on the west side of the digesters are in poor condition due to condensation from being in underground vaults.  SWRC staff recently met with the Dorner Company to discuss options.  The recommended solution is to remove the actuators from the vaults and install new ones above ground.  Having above-ground actuators helps prevent condensation issues and eliminates any safety issues for confined space entry.  Communication issues can be resolved by switching from Modbus communication protocol, which is an old generation communication means, to Ethernet communication protocol, which is a newer generation communication means.

 

All the work to remove the failing actuators and install the new actuators above ground, wiring, running new ethernet cable and junction boxes, and integration into SCADA will be done by SWRC staff.  

 

DISCUSSION:

This Sole Source is requested for a one-time purchase of eight Auma actuators, stands, and mechanical parts for the west side digesters.

 

The Water Utilities identified the purchase as a Sole Source because Dorner Company acts as the official supplier for Auma products.  Dorner Company is the only supplier that can quote Auma products in this area and the only supplier of original equipment manufacturer (OEM) parts.  Dorner Company pricing is competitive with other high-quality actuators in the wastewater industry. 

 

The expected delivery is 18-20 weeks from date of order and the term of the contract is from the date of award to 12/31/2023.

 

FISCAL IMPACT:

CIP #: WW041 - SWRC Facilities Replacement (non-treatment)
Upgrade to non-treatment facilities and equipment at the SWRC facility is expensed to the account number listed below. A total of $580,000 is included in the CIP for related equipment in 2023. The requested award is within the budget.
