BOARD/COMMISSION REVIEW:
Submitted for Historic Preservation Commission (HPC) review.

BACKGROUND:

The subject property is an approximately 9,150 square foot parcel south of Benton Avenue on the east side of Wright Street, with a common street address of 6 S Wright Street. The property is zoned R2 (Single-family and Low Density Multiple-Family Residence District) and is currently improved with a two-and-a half-story Colonial Revival style home (as identified by the 2008 Architectural and Historical Survey), and a detached garage adjacent to the Wright Street Alley. The subject property is listed as a “significant” structure in the 2008 Architectural and Historical Survey for the Historic District.

Prior changes to the original structure include the addition of a second- story rear porch after the year 1943. There have not been any prior COA approvals for the home.

DISCUSSION:

The applicant and property owners, Jonty and Jackie Tinsley, seek a Certificate of Appropriateness (COA) to allow for a change in style for the dormer windows and a change in style and material for the front door. The owners are proposing to replace the existing single-pane dormer windows with 1/1 double hung windows with wood trim painted white to match the existing trim on the façade. The proposed windows will be installed in the same opening, no structural changes required. The owners are also proposing to replace the existing steel panel door at the entry of the residence with a wood door in mahogany, features two sidelights similar to the existing, with changes in the pane configuration on the door and sidelights.

Section 6-11-8 of the Municipal Code states that a Certificate of Appropriateness is required due to the proposed changes in door material and style, and window style. Please see the attached images for the new construction proposed.

The 2008 Architectural and Historical Survey for the Historic District identified the home at the subject property as a Colonial Revival style home constructed in 1925. The petitioner states the proposed door will add to the significance of the porch while allowing more light to enter the home and maintaining the look of that era.

Factors for Consideration of a Certificate of Appropriateness Application: Review of COA applications are conducted based on the compatibility with the Factors for Consideration of a Certificate of Appropriateness Application (Section 6-11-8:5; Certificate of Appropriateness Required). The owner has detailed their justification of the factors considered. Their justification is included in the attachments for review by the HPC.

Key Takeaways

The applicant requests approval of COA 23-3517 to allow for a change in style and material for the entry door, and a change in style for the dormer windows at 6 S Wright Street.
