BACKGROUND:
The West Waterworks facility was constructed in 1989 and has aging pipes and valves that are nearing the end of life. Additionally, the control valves at Pressure Adjusting Station (PAS) 15E, installed in 1990, require upgrades to current technological standards.
To support the City priority of providing infrastructure and water/wastewater services that are reliable and safe, the Water Utilities issued Bid 24-230 for the 2025 West Waterworks & PAS 15E Improvements project in November 2024.
The project scope includes replacing existing control valves, butterfly valves, pressure gauges, pressure transmitters, and associated piping at both West Waterworks and PAS 15E. Additional work includes installing a new remote programmable logic controller, replacing two drainage pumps and reservoir hatches, painting the mechanical room at West Waterworks, constructing a new shelter, and performing drainage earthwork at PAS 15E.

The lowest bidder, Dahme Mechanical Industries, Inc., has extensive experience with pressure-adjusting station construction projects and has successfully completed several similar projects for the City of Naperville. Staff recommends awarding this project to Dahme Mechanical Industries.
The completion date of this project is March 15, 2026.

The 2025 budget includes $4.0 million for the repair and rehabilitation of the West Waterworks and PAS 15E as part of the Water Capital Improvement Program. The requested award, including the contingency amount is within the budget.
