BACKGROUND:
On April 15, 2016, City Council approved the award of RFP 16-079 to select Alfred Benesch & Company as the consultant to conduct the preliminary engineering design for the Downtown Washington Street Bridge Improvements. City Council also adopted a resolution approving the Illinois Department of Transportation (IDOT) Local Agency Joint Agreement to secure federal funding and to agree to appropriate funds for the local agency share of the preliminary design service cost.
File 17-542 is also associated with this agenda item. The following approvals are being requested: Approve Change Order #2 to Contract 16-079, Downtown Washington Street Bridge Improvements and adopt the Resolution approving the Local Public Agency Amendment 2.
DISCUSSION:
Alfred Benesch & Company has worked on the preliminary engineering since August 2016. Based on the proposed preliminary geometric design, land acquisition will be necessary to complete the project. In total, the design identifies a need for additional right-of-way and/or easements from eight parcels. The land acquisition includes plat and legal description and right-of-way acquisition (appraisal and negotiation).
To expedite the land acquisition process, the State has agreed to move the plat and legal description preparation process into the Phase I preliminary engineering study. The appraisal and negotiation process will be completed as part of the Phase II detailed engineering contract.
The current scope of work for the existing contract does not include any part of the land acquisition. Alfred Benesch & Company submitted a request for additional compensation to complete the plat and legal description preparations. The proposed cost of the extra work is $36,600. The project received federal funding to cover 80 percent of the cost. Since 80 percent of the engineering services costs are eligible for federal funding through IDOT’s STP-Br program, the City requested $29,280 in additional federal funding. The City’s share of the additional cost will be $7,320. An amendment to the IDOT Local Agency Joint Agreement is required to increase the amount of available STP-Br funds for this project.

BR031 - Downtown Washington Street Bridge Rehabilitation
In 2014, the physical condition and functionality of the Washington Street bridge was evaluated in a feasibility report to determine an appropriate scope of work. Deterioration of the bridge prompted creation of BR031 to provide for replacement or major rehabilitation of the bridge. The total cost of the project, including engineering, land acquisition and construction is estimated between $3 million for rehabilitation and $8 million for a full replacement.
Engineering services for the Downtown Washington Street Bridge Rehabilitation are expensed to the professional services account listed below. A total of $340,000 is budgeted for these expenses in CY2017. The difference of this contract will be covered in the CY2018 budget, as this agreement will span through next year.
