BACKGROUND:

The City Council awarded Contract 21-283 to NJ Ryan Tree & Landscape and Steve Piper and Sons on January 4, 2022, for a one-year term from through December 1, 2022, with four, one-year options to extend.  On November 15, 2022, the City Council approved the first option year.  On November 21, 2023, the City Council approved the second option year.  On April 16, 2024, the City Council approved Change Order #1 for additional cycle trimming.  The term of the second option year is from December 1, 2023, to November 30, 2024, with two, one-year options remaining. 

 

DISCUSSION:

Between July 13 and July 15 several severe storms occurred in Naperville.  The City received more than three inches of rain and experienced high winds.  As a result of the storms, the Department of Public Works had over 1,000 service requests for flooding and tree damage.  This change order is requested to fund storm damage cleanup assistance that NJ Ryan Tree & Landscape provided in the weeks following the storms.  There were 400 requests for dangerous downed or hanging branches and approximately 50 trees had to be removed from streets, driveways, and sidewalks.

 

In addition to the storm damage assistance, this change order is requested to trim trees on Naper Boulevard from Ogden Avenue to Chicago Avenue. DPW is attempting to catchup on the parkway tree trimming cycle and identifying strategic locations throughout the City in need of tree trimming.

 

FISCAL IMPACT:

CIP#: N/A

 

Parkway tree trimming is expensed to the Operational Service and Infrastructure accounts listed below.  $200,000 has been budgeted for contracted tree trimming in the General Fund account below in 2024. The requested change order of $140,000 exceeds the budgeted amount for this expense.  However, the change order can be accommodated within the budget due to savings in other areas such as contractual services and overtime due to a lack of snow and ice events this past winter.
