BACKGROUND:
On December 26, 2022, the City Manager awarded Bid 22-346, Municipal Center Security Service, to Talon Premier Security (fna. Controlled FORCE) for a one-year term beginning January 1, 2023, through December 31, 2023, with four, one-year options to extend. Subsequently, Option Year #1 was awarded by the City Manager for a term beginning January 1, 2024, through December 31, 2024.
The Department of Public Works - Public Building Operation (DPW-PBO) is responsible for providing unarmed security guard services for the Municipal Center. The security services were originally bid to provide Monday through Friday from 12:00 p.m. to 12:00 a.m. Security service is also provided as needed for special events held at the Municipal Center. The cost of service is based on an hourly rate.
The other related item on the City Council agenda is:
• 24-1236: Change Order #1 to Option Year #1 of Contract 22-3463
o To add funds to cover the cost of expanded hours of coverage as well as services provided on Saturdays during early voting.
o The requested Change Order is within the amount budgeted for 2024.
DISCUSSION:
As stated in the background, security services were originally bid to provide service Monday through Friday from 12:00 p.m. to 12:00 a.m. To better serve visitors and complement the recently constructed safety enhancements, guard services are now provided from 8:00 a.m. to 12:00 a.m.
Staff recommends exercising the second option year to this contract with the expanded service hours and a 3% increase. The term will begin on January 1, 2025, through December 31, 2025.

Security services for the Municipal Center are expensed to the Operational Services account listed below. Option Year 2 security services will be expensed in 2025. The 2025 budget is still being developed; however, Public Works included $175,000 in its proposed budget for Municipal Center security services. The proposed budget amount is sufficient for this award and staff will ensure this is included in the approved 2025 budget.
