BACKGROUND:

In support of the City’s priority to provide utility services that are reliable and safe, in November 2025, the Water Utilities issued Bid 25-254, 2025 Saybrook Phase III Water Main Improvements.  The project includes the replacement of the water main on the following streets in the Saybrook subdivision: 12th Avenue, Trefoil Court, Suffolk Street, Barley Avenue, Millet Street, Brainard Street, Loomis Street, Blue Grass Court, Sleight Street, Wright Street, and Case Street. 

 

The purpose of the project is to replace aging and deficient water main on these streets.  The existing four-inch and six-inch cast iron water main was installed in the 1960’s and will be replaced and upsized to eight-inch ductile iron pipe in accordance with City standards.

The bid documents for this project included a Base Bid to obtain pricing for ductile iron water main pipe and Bid Alternate A to obtain pricing for PVC water main pipe.  After evaluating the submitted bids, the department determined that selecting the lowest Base Bid was appropriate.  Ductile iron is the City’s standard water main material, and while PVC has been used in recent years due to substantial cost savings, the cost of ductile iron is once again competitive.

 

Mauro Sewer Construction submitted the lowest Base Bid for the project at $3,678,924.25. The low bid is 37% lower than the budgeted amount of $5,827,800. Water Utilities staff based the 2026 budget on the average per-foot cost it has been receiving for the last several years. 

 

Reference check indicates Mauro Sewer Construction to be capable contractors and

Staff recommends award of the contract to them as the lowest responsive and responsible bidder as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The substantial completion date for this project is October 31, 2026, with a final completion date of June 30, 2027.

Saybrook Phase III Water Main Improvements will be expensed to the Infrastructure account listed below. The 2026 Budget includes $6,177,468 for the completion of this project. The award amount, plus contingency, is favorable to the budget.
