BACKGROUND:

On December 18, 2018 the City Council approved the 2019 Special Events calendar and designated it as closed to all special events.  The Downtown Naperville Alliance (DNA) was notified on Monday, May 20 that Naperville had been selected to host the WGN Morning News Block Party.  As such, the City Council must direct staff to re-open the calendar for this event to proceed and to consider the use of the CY19 SECA Grant Fund to pay for required City services. 

 

DISCUSSION:

The 4th Annual WGN Morning News Block Party will be held in downtown Naperville on Friday, July 12, 2019 from 6:00 a.m. - 10:00 a.m. The event includes a live broadcast by the WGN Morning News team from the Dandelion Fountain and will highlight several downtown stores and restaurants. Inflatables, a parade featuring several local organizations, face painters, and live music will also be part of the event. 

 

The Special Events Team consisting of City staff, Naperville Park District, Naperville Public Library, and the DNA is recommending the approval of this event in concept. Similar to the Council’s approval of the Annual Special Events Calendar, this will allow the organizers to proceed with planning while the Team continues to meet and review the logistics and determine the appropriate level of City services. 

 

Currently the CY19 SECA Grant Fund includes the $70,000 award from the cancellation of Christkindlmarket. Along with the approval of the event, staff is also recommending the Council authorize City services for the WGN Block Party event be funded by the SECA Grant Fund.

 

Specific temporary traffic control information for the Block Party is depicted on the attached map and ordinance.  The event streets will be closed beginning at 2:00 a.m. on Friday, July 12, 2019 and will open to vehicular traffic with the removal of the No Parking/Tow Zone signs at approximately 12:00 p.m., or as soon as the Naperville Police Department determines it appropriate based on public safety.

 

Staff will post informational signs in the area beginning Tuesday, July 9, 2019 and DNA will notify all businesses in the area approximately 2 weeks prior to the event. 

 

Insurance requirements will be fulfilled prior to the issuance of the Special Events permit. 

 

FISCAL IMPACT:

City service costs for Public Works, Police, and Fire are preliminarily estimated at $7,000 and, with Council approval, will be charged to the CY19 SECA Grant Fund.
