BACKGROUND:

The Fourth Annual Naperville Women’s Half Marathon and 5K is sponsored by 10xEM, LLC.  Nick Lynch, owner of 10xEM, has been involved in this event since its inception. City staff has also partnered with Nick on logistics for the Naperville Sprint Triathlon for many years.

 

DISCUSSION:

City staff receives a significant amount of feedback from residents and businesses regarding race and parade routes and consistently works to reduce traffic congestion and minimize inconvenience to residents, businesses, and churches.  The Downtown Naperville Alliance (DNA) is a regular participant in meetings when events in, or near, the downtown are discussed and has approved both the half marathon and 5K routes. 

 

The route and traffic control plan are depicted on the attached maps.  The course closures are staggered and will be expertly managed by the Naperville Police Department and the Department of Public Works. The roads will reopen as runners clear each course section and are deemed appropriate by public safety personnel. 

 

The half marathon will begin at 7:00 a.m. and the 5K will begin at 7:15 a.m. The last runner is expected to cross the finish line by 10:30 a.m.  Select portions of the race route will be No Parking/Tow Zones and posted accordingly. 

 

Course Flow

The organizer is estimating 3,000 participants and the course will keep runners east of the core downtown area. Washington Street will remain open to two-way traffic with only the northbound curb lane closed for runners.  Detour routes and access plans are also in place to maintain vehicular access in the Washington Street area during the race.

 

Multi-Jurisdiction Status

The majority of the course is located within Naperville’s jurisdiction, although a small portion is located in DuPage County. The event organizer will obtain proper permits to operate within DuPage County. City staff and the event organizer will also be communicating with intergovernmental partners that may be affected on race day. 

 

Community Notification

City staff will be providing a mailing list to the organizer of all residents and businesses directly on, and in the immediate vicinity of, the race route.  10xEM, LLC will send a notification approximately two weeks prior to the race and all traffic control plans and detour routes will be available on the City and event websites.  Electronic message boards will also be strategically placed along the route the week prior to the event to notify residents and motorists of road closures and temporary traffic disruptions. 

 

Churches

All churches that may potentially be affected by the event have been identified. Detour routes and traffic control plans will be developed for the churches and the event organizer will personally deliver them to each church so advance notification can be provided to parishioners.  Police assistance will also be available to assist with church access. 

 

Amplification

Event organizers are requesting amplification beginning at 6:15 a.m. for announcements. 

 

FISCAL IMPACT:

10xEM, LLC is not eligible to receive SECA Grant funding and will be billed for all City services required to support the event.
