BACKGROUND:

The Water Utilities issued Bid 21-252, seeking a qualified vendor to supply liquid cationic emulsion polymer for use at the City’s Springbrook Water Reclamation Center (SWRC). The liquid cationic emulsion polymer is used to dewater the residual solids from the wastewater treatment process.

 

As part of the bid process, qualified polymer vendors’ products were tested at full plant scale conditions and evaluated for optimum performance. The performance testing established agreed upon representative dosages to accomplish required results per the Utilities’ specifications for centrifuge dewatering. Vendors’ dosages were determined as a prerequisite prior to the bid cost numbers being submitted.

1 The bid equalization factor is the dollar value of reduced disposal costs associated with the polymer vendor’s product.

 

The bidding criteria is based on the price per pound of polymer needed to produce up to 5,200 dry tons of biosolids for land application. For bid comparison purposes, a bid equalization factor is calculated to give credit for polymers, which can produce a drier cake resulting in a lower volume of biosolids for disposal. Although Solenis has a higher bid equalization factor, Polydyne was able to meet specifications at a lower polymer dosage and a lower unit price per pound.

 

The cost per pound of polymer increased $0.293 per pound from $1.127 per pound. The vendor increases are due to the high increase in raw material and transportation costs. Although the costs are substantial, staff recommends the award based upon the current market conditions.

 

Staff recommends Polydyne Inc. for an amount not to exceed $373,261.20 for a two-year contract term from January 1, 2022 through December 31, 2023 with two, one-year options to extend the contract.

Polymer is expensed to the salt and chemical account listed below. A total of $265,435 is tentatively budgeted for polymers in 2022. The remainder of this award will be budgeted in 2023. Staff will monitor the costs of polymers throughout the duration of this agreement.
