BACKGROUND:
In November 2023, the Water Utilities issued Bid 24-032 seeking vendors to provide cast iron manhole and catch basin frames and grates. The bid consists of numerous types of manhole castings and grates used for storm inlets, manholes and catch basins, as well as sanitary manholes and water valve vaults procured by both departments.
Grates and manhole covers are purchased for general replacements in the Water Utilities and in conjunction with the annual storm water management and system upgrade projects managed by the Department of Public Works.

Staff reached out to the plan holders but received no responses on why they chose not to submit a bid.
Although only one bid was received, staff recommends the award to EJ USA, Inc. Staff compared bid prices to previous requests for quotes and found it to be comparable. Staff have purchased materials from EJ USA, Inc. and experienced no issues with their products.
The completion date of this project is December 31, 2025. The term of this contract is 2 years from date of Award to December 31, 2025 with 1, 2-year option to extend.
FISCAL IMPACT:
CIP: SW001, SW026
The Capital Improvement program (SW001 & SW026) includes a combined $195,000 for stormwater infrastructure materials and equipment in 2024, and $30,000 is included in the Water Utility fund for these materials. The requested award is accommodated within the budget. Costs for year 2 of the contract will be budgeted accordingly during each subsequent budget cycle.
