BACKGROUND:
The City maintains pavement markings on its network of over 460 miles of neighborhood and arterial streets. The scope of this project includes the re-application or installation of pavement markings on arterial corridors, intersections, and local streets at various locations. Maintaining the condition of the pavement markings is essential for conveying messages to roadway users and improving traffic safety.
In January 2025, the Transportation, Engineering, and Development Business Group (TED) issued Bid 25-020 seeking contractors to improve the exiting pavement markings and add new pavement markings to various City streets.

Bids exceeded the engineer’s estimate and were more than 5% higher than bids submitted in 2024 for pavement marking services. None of the vendors from 2024 submitted bids for 2025.
Staff recommends Maintenance Coatings Co. for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
The completion date of this project is October 24, 2025.
FISCAL IMPACT:

Pavement marking services are expensed to the Operational Services and Infrastructure accounts listed below. In 2025, TED included $150,000 in the operating budget for pavement marking services. Additionally, a portion of this work will be done in conjunction with capital project MP009 - Street Maintenance Improvement Program, which has a total budget of $12,000,000 in 2025. Of this amount, $1,500,000 is allocated to the Infrastructure account outlined below. The award requested is within the budgeted amount for this expense.
