BACKGROUND:
In support of the City’s priority to provide utility services that are reliable and safe, in December 2024, Water Utilities issued Bid 24-198, Ogden Avenue and Washington Street Water Main Improvements. The project includes the replacement of water main on Ogden Avenue between Washington Street and Wright Street and on Washington Street between Ogden Avenue and Bauer Road.
The purpose of the project is to replace aging and deficient water main on these streets. The existing 4-inch and 6-inch cast iron water mains were installed in the 1920’s, 1930’s and 1970’s and will be replaced and upsized to 12-inch and 16-inch ductile iron pipe in accordance with City standards.

The bid documents for this project included a Base Bid to obtain pricing for ductile iron water main pipe and Bid Alternate A to obtain pricing for PVC water main pipe. After evaluating the submitted bids, staff determined that selecting the lowest Base Bid was in the best interest of the City. Ductile iron is the City’s standard water main material, and while PVC has been used in recent years due to substantial cost savings, the cost of ductile iron is once again competitive.
Scanlon Excavating and Concrete submitted the lowest base bid for the project at $4,879,939.50. The low bid is 19% lower than the budgeted amount of $6,360,000.
Water Utilities staff based the 2025 budget on the average per-foot cost for the last several years. A favorable bidding environment and the timing of advertisement appear to contribute to the highly competitive bids received.
Staff believes the low bid submitted is reasonable for performing the work as specified. Upon checking the references provided, staff finds Scanlon Excavating and Concrete to be a capable contractor.
The completion date for this project is October 31, 2025.

Construction of the water main at Ogden Avenue and Washington Street is expensed to the Infrastructure account listed below. A total of $6 million is approved for the project construction in 2025. The award, including the contingency amount, is within the approved budget.
