BOARD/COMMISSION REVIEW:
On February 5, 2026 the Transportation Advisory Board (TAB) approved a recommendation to establish Overnight Parking Exemptions for the Townhouses at River Bend. Approved (6-1). Staff concurs.

 

BACKGROUND:

The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2 a.m. and 5 a.m.

 

In 2022, the City Council approved the Overnight Parking Program to address concerns regarding compliance with this ordinance in multi-family developments that lack adequate off-street parking accommodation. Participating developments are issued passes (hangtags) that exempt residents from the All-Night Parking ordinance. This program required active participation by the Homeowner’s Association to administer and manage hangtag distribution. The details about the program can be found in Attachment 1.

 

DISCUSSION:

The Townhouses at River Bend, which are located north of Aurora Ave and east of River Bend Rd, requested townhome units located on Village Green Rd to be included in the Overnight Parking Program.

 

Staff from the Fire, Police, Public Works, and TED departments evaluated the request and found that townhome units fronting River Front Cir and Landing Rd are compliant with the current off-street parking requirements per the Municipal Code. The units on Village Green Rd have a different driveway configuration and are not in compliance. As such, staff concurs with their need for overnight parking accommodations.

 

The Townhouses at River Bend are uniquely configured because the association is integrated into a neighborhood with mixed multi-family and single-family units, which are managed by several HOAs (see Attachment 2). The Townhouses at River Bend’s Association Board acknowledged their unique circumstance in their application and committed to restricting participation in the program to residents on Village Green Rd, who have the greatest need (Attachment 3).

 

Staff recommends an overnight parking exemption on the south side of Village Green Rd between River Bend Rd and Landing Rd (see Attachment 4). Staff recommends issuing eight hangtags, which will be distributed by the River Bend Association Board. There are 44 townhome units in the River Bend Association and participation would be limited to the following 12 units:

City staff sent a letter to the adjacent properties to notify residents of the proposed overnight exemption on Village Green Rd. Staff addressed concerns regarding driveway clearance during TAB, clarifying that participants in the overnight parking program must follow the City’s parking regulations (Municipal Code 11-2A-1), which restricts parking in conflict with driveways and intersections.

Additional signage $400. Hangtag permits $100.
