BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 23-001 seeking contractors to resurface approximately 12.93 miles (68,286 ft) of various local roadways. 

 

The City currently maintains almost 460 centerline miles of road through the annual Street Maintenance Program. The annual program serves to ensure smooth roads and protects the investment in the pavement base.  When resurfacing is delayed, the roadway can no longer be effectively resurfaced, and the base failures will lead the pavement to fail much sooner than normal.  This results in the expenditure of additional funds just to keep the roadways in a serviceable condition.

 

The City will conduct two Street Resurfacing Programs in 2023, one using state Motor Fuel Tax (MFT) funds and the other using City funds. The program using City funds will be issued for bid later this year.

 

The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation. Further, the corporate authorities of the municipality must adopt a resolution appropriating the MFT funds (Agenda item 23-0428).

The engineer’s estimate was based on unit prices obtained from the 2021 & 2022 Street Resurfacing Programs with some adjustments for inflation.  The low bidder’s price is close to the engineer’s estimate.

 

The completion date of this project is July 28, 2023.

Street Resurfacing is one component of the overall award for MP009. The 2023 budget includes $13,000,000 for all components of MP009.  The chart below breaks out the different award components and award timeframes for the MIP. With one award remaining, the program is within budget for 2023.
