BACKGROUND:
The City Council awarded Contract 23-052, Brush Collection Services, to Steve Piper and Sons and Trees “R” Us, Inc. on April 18, 2023, for a two-year term from May 1, 2023, to April 30, 2025, with four, one-year options to extend. On April 15, 2025, the City Council awarded the first option year.
As part of the City’s annual Brush Collection Program, the Department of Public Works (DPW) collects branches in bulk placed along the curbside by residents each May. This program has been contracted in its entirety since 2017. The work is performed by two separate crews of two to three workers using a chipping device towed behind a truck with an enclosed chip box or grapple equipment capable of loading brush. The work performed under this contract includes all necessary equipment and personnel required to perform brush collection.
DISCUSSION:
Both vendors, Steve Piper and Sons and Tree “R” Us performed well during the first option year. Steve Piper and Sons and Trees “R” Us requested a 3% increase due to increasing labor costs. The City continues to find great value in using two contractors for citywide brush pick-up, and the requested increase is in line with labor cost trends over the past 12 months.
The term of this second option year is May 1, 2026, through April 30, 2027, with two one-year options to renew.

The brush collection program is expensed to the Operational Service account listed below. A total of $262,500 is budgeted for the brush collection program in 2026. The requested award of $262,500 is within the budgeted amount for this expense.
