BACKGROUND:

The heating, ventilation and air conditioning (HVAC) system at the Springbrook Water Reclamation Center (SWRC) Administrative Building is more than 40 years old and has far exceeded its useful life by at least 15 years. While routine maintenance and repairs by staff have prolonged the life of the HVAC system, ongoing maintenance is becoming difficult because replacement parts are no longer available for certain components. For these reasons, combined with the efficiencies of modern HVAC equipment, replacement of the HVAC system has long been under consideration.

 

DISCUSSION:

Water Utilities staff solicited the services of Trane Commercial Systems, a U.S. Communities cooperative vendor, to study the existing HVAC system and develop preliminary design options for replacement of the system. As part of the preliminary design phase, Trane prepared several alternatives for a new system, analyzed the capital and operating costs of each and presented options to staff. After careful consideration, Water Utilities staff selected the most efficient and cost-effective HVAC replacement alternative.

 

Work includes final design of the selected system along with the construction work necessary to fully upgrade the SWRC Administrative Building HVAC system to modern standards.

 

The HVAC system replacement services are available on the US Communities Government Cooperative, through Trane Commercial Systems and Services, Contract # USC 15-JLP-023.

 

FISCAL IMPACT:

CIP #: WWU41 - SWRC Facility Replacement

 

The HVAC system replacement is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $775,000 is budgeted for WWU41 in 2019. The requested award is within budget.
