BACKGROUND:
On April 5, 2022, City Council awarded RFQ 22-067, Engineering Consulting Services for Watermain and Sanitary Sewer Projects, to Baxter & Woodman, Ciorba Group, Civil & Environmental Consultants, Inc., Crawford, Murphy & Tilly Inc., and Fehr Graham. The shortlisted firms are available for watermain and sanitary sewer projects.
In March 2023, Water Utilities issued a quotation request for Work Order 22-067C seeking to retain the services of a qualified and experienced consultant to prepare construction drawings and technical specifications for the replacement of the water main on Ogden Avenue from Washington Street to Wright Street and Washington Street from Ogden Avenue to Bauer Road.
Work Order 22-067C was issued to the consultants listed above.
Ciorba Group was awarded the Work Order having submitted the lowest responsible quotation.
As part of this Work Order, the City included the option to utilize the services of the successful firm for future phases.
DISCUSSION:
Due to the successful execution of Work Order 22-067C, and in order to maintain project continuity and efficiency, staff recommends the City exercise its ability to retain Ciorba Group for construction engineering and construction observation services for the construction phase of the Ogden Avenue and Washington Street Water Main Improvements.

• Preconstruction meeting
• Shop drawing approval
• RFI responses
• Pay requests
• Change orders
• Progress meetings
• Weekly reports
• Punch list
• Record drawings
• Project closeout
Work Order 22-067-WATER-25-01 includes the following construction observation services:
• Full-time construction observation
• Video recording of existing conditions
• Material verification and testing
• Measurement and documentation of contract quantities
• Daily diary record
• Daily communication with City
The term of the contract is approximately 22 months from the date of award through December 31, 2026.

The requested award is expensed to the account number listed below. The budget allocates $360,000 for construction engineering services for this project. The award is within the approved budget.
