BACKGROUND:

The City Council awarded Contract 23-016, 2023 Sanitary Sewer Service Lateral Lining and Vac-A-Tee Installation, to Performance Pipelining, Inc. on April 5, 2023, for a nine-month term from April 3, 2023, to December 31, 2023, with four one-year options to extend.

 

The City Council awarded Option Year #1 on November 7, 2023, for a one-year term from January 1, 2024, to December 31, 2024, with three one-year options to extend.

 

The purpose of this contract is for the rehabilitation of approximately 169 existing sanitary sewer service laterals by utilizing the installation of a cured-in-place pipe (CIPP). The contract also included the installation of approximately 200 Vac-A-Tee cleanouts in the Brookdale subdivision to facilitate sewer lateral line grouting.

 

Lining and/or grouting service laterals have shown to be effective in reducing groundwater and rainfall-related infiltration and inflow. Excessive infiltration and inflow take up system transport capacity which may cause overflows and basement backups.

 

The Sanitary Sewer Service Lateral Lining and Vac-A-Tee program is part of the City’s IEPA required ten-year wastewater collection rehabilitation plan, as well as the IEPA required ten-year infiltration and inflow reduction plan to reduce wastewater backups during heavy rain events.

 

DISCUSSION:

Performance Pipelining, Inc. has performed well during the original contract term as well as during the first option year of contract 23-016. All work was performed with no issues.

 

Performance Pipelining, Inc. has requested no increase for Option Year #2. Based on the vendor's outstanding performance, the Water Utilities recommend extending the contract for the second option year.

 

The term of the second option year is January 1, 2025, to December 31, 2025, with two option years remaining. All work under the second option will be done in the Long Wood area (Phase one of two Phases).

The requested award is expensed to the Infrastructure account listed below. The 2025 budget allocates $2.0M for this project as part of the capital improvement program. The award including the contingency is within the budget.
