BACKGROUND:
On December 1, 2022, the City Manager awarded Contract 22-114-1, Water/Wastewater Facility Electrical Technical Assistance, to Ciorba Group, Inc. with an anticipated completion date of December 31, 2024. The purpose of this contract is for Ciorba Group to provide as-needed technical assistance for the electrical design of water supply and sanitary lift station projects.
On September 3, 2024, the City Council approved a one-year extension to the above contract to allow Ciorba Group to evaluate the aging fleet of emergency standby generators used at the water supply and wastewater pumping sites.
Since then, Ciorba Group has completed the standby generator evaluation and new generator sizing for South Operation Center (SOC). The existing generator at SOC was installed in 1970s as part of the original facility development. It has reached the end of its service life and replacement parts are no longer available. Additionally, due to changes in demand, the generator is now undersized and needs to be replaced.
DISCUSSION:
Ciorba Group has completed the evaluation of the existing generator at the SOC and determined the appropriate sizing for its replacement. Therefore, staff recommends having Ciorba Group continue this work by providing the final engineering services. The proposal provided the City with the option to retain the awarded consultant for services for future phases of this project.
Staff has requested that Ciorba Group submit a Change Order that includes the following scope of work: final engineering design for the SOC generator replacement, associated electrical and civil design, bid assistance, and construction support.
The additional fee for these services is $130,100.57, bringing the total contract amount to $181,696.16.
In addition, Ciorba Group will continue evaluating standby generators at other water supply and wastewater pumping sites. To complete this expanded scope of work, staff recommends extending Ciorba Group’s contract by an additional four years to align with the City’s generator replacement schedule and capital improvement planning timeline for water and wastewater facilities.
The revised contract completion date will be December 31, 2029.

The requested award will be charged to the account number listed below. The project was originally scheduled and budgeted to begin construction in 2026, with an in-house design to be completed in 2025, which would carry no engineering fee. Due to turnover in engineering staff, the Water Utilities has decided to hire a consultant to perform the design. The requested Change Order exceeds the current year’s project budget; however, funds are available in other project budgets, and staff will monitor expenditures to ensure they remain within the approved budget.
