BACKGROUND:

The other related items to the North Aurora Road Underpass at the CN Railroad project on the City Council agenda are:

                     24-1451, Adopt a resolution approving the local-public agency agreement with the Illinois Department of Transportation for the construction engineering services and construction of North Aurora Road Underpass at the CN Railroad (Item 1 of 3)

                     24-1452, Adopt a resolution to appropriate funds for the construction services of the North Aurora Road Underpass at the CN Railroad project (Item 2 of 3)

 

The North Aurora Road Underpass at the CN Railroad project (CIP# BR005) will reconstruct and widen an existing railroad bridge to accommodate widening the roadway between Pennsbury Lane and Frontenac Road from one lane in each direction to two lanes in each direction with a median. A five-foot wide sidewalk will be constructed along the north side of the road and an eight-foot shared-use path will be constructed along the south side of the road throughout the project limits. The total length of this roadway segment (Pennsbury Lane to Frontenac Road) is approximately 0.42 miles. The project spans multiple jurisdictions and is a joint effort between the City of Naperville, the City of Aurora, and Naperville Township.

 

On March 7, 2025, IDOT will open bids for the construction of the North Aurora Road Underpass project. Construction is expected to begin in the spring of 2025.

 

The estimated construction cost for the project is $44,802,316. The construction and construction engineering costs will be paid using Federal Surface Transportation Program (STP) Funds in the amount of $25,005,972, State Illinois Commerce Commission (ICC) Grade Crossing Protection (GCPF) Funds in the amount of $15,000,000, and Local Share Funding in the amount of $4,796,344.

 

In 2020, IDOT began distributing funds from the Rebuild Illinois Capital Program.  These funds have been distributed to local agencies for use on capital transportation projects.  The City’s total allocation from this program is $9,717,469.32.Staff recommends using these funds for the local share of large, federally funded projects such as North Aurora Road (SC033), the North Aurora Road Underpass at the CN Railroad (BR005), and the Washington Street Bridge (BR031).  Funds from the program must be used by 2025.

 

DISCUSSION:

Staff recommends approving the attached resolution for $2,000,000 in Rebuild Illinois funds for the City’s share of the construction costs.  Combined with the City of Aurora and Naperville Township’s contribution, this amount should be adequate to cover the anticipated local share of the project.

 

FISCAL IMPACT:

The $2,000,000 in Rebuild Illinois funds will be applied to the City’s share of the construction costs for improvements to North Aurora Road Underpass project. It should be noted that this project is currently budgeted in the Capital Projects Fund. A budget amendment may be required later in the year as the Rebuild Illinois funds are allocated to the Motor Fuel Tax Fund.
