BACKGROUND:
The Electric Utility (Utility) is currently modernizing its aging Supervisory Control and Data Acquisition (SCADA) system by transitioning to an Advanced Distribution Management System (ADMS), which will serve as the central intelligence for the distribution grid. This upgrade is critical for improving outage response, enhancing operational reliability, and supporting the integration of customer-driven technologies such as rooftop solar, battery storage, and electric vehicles. The system will include a new SCADA, Outage Management System (OMS), and Distributed Energy Resource Management System (DERMS).
The Utility’s modernization effort started in the fourth quarter of 2024 when department staff began researching available technologies. That effort led to a request for proposals (RFP 25-068) for a new SCADA, DERMS, and OMS platform.
The SurvalentOne ADMS platform was selected and the City Council approved the procurement on December 2, 2025.
Since approval, the Utility has been working with its vendor, Survalent, on implementation. A key piece of early implementation has been finalizing the hardware specification so that hardware can be purchased and installed prior to planned deployment in May 2027.
To ensure successful implementation, the Utility requires the deployment of dedicated physical technology infrastructure including high-performance servers, storage, switches, and operator workstations. This investment is necessary to replace obsolete systems with a robust platform capable of managing the increasing complexity of a modern, digitized energy landscape.
DISCUSSION:
The objective of this purchase is to secure the technology hardware and professional services required to establish the foundational infrastructure for the new ADMS platform. The purchase includes three enterprise-class physical servers, a central storage array, two network switches, and dedicated operator workstations, along with professional installation and configuration support necessary for a seamless deployment. By investing in these dedicated components, the Utility ensures that the ADMS has the requisite processing power and high-availability architecture to manage real-time grid data without the performance limitations of our current environment.
Staff has identified an approved cooperative contract, Omnia Cooperative Contract R250307, through Continental Resource, Inc., for the procurement of the ADMS Infrastructure and Professional Services.
The term of this contract is from the date of award through December 31, 2026.
FISCAL IMPACT:
CIP #: EU092
ADMS infrastructure and professional services are expensed to the Infrastructure account listed below. Both the hardware purchase and installation services are related to EU092, SCADA and DERMS Implementation. The Electric Utility included $1,430,000 in the 2026 budget for expenses related to EU092. The award requested can be accommodated within the 2026 budget.
