BACKGROUND:
Originally constructed in 1991, the Municipal Center houses various City departments, as well as the City Council Chambers and meeting rooms. In 2022, a workspace evaluation was conducted to develop a capital plan for departments located in the Municipal Center. As a result, Capital Improvement Project MB222 - Municipal Facility Improvements was developed to address office improvements, replacement of window blinds, and sustainability enhancements.
DISCUSSION:
The Municipal Center blinds have been in place since 1991 and have reached their end of useful life. In Phase 1 of the Municipal Center Blind Replacement Program, the blinds and window treatments in the Council Chambers, first floor, and lower level will be replaced with a roller shade system. This new system will improve temperature control and enhance the overall appearance of the facility.
Staff has identified an approved cooperative contract, Omnia Partners Cooperative Contract #R240112 through ODP Business Solutions, for the installation of the new roller shade systems as well as the removal and disposal of the existing shades.
The anticipated completion date of the project is December 31, 2026. Staff intends to complete Phase 2 in 2027, which will include the replacement of blinds on the upper level of the Municipal Center.

Municipal Center Blind Replacement is expensed to the building improvement account below. This project is related to MB222, Municipal Center Improvements, for which $550,000 was budgeted in 2026. The requested award of $265,007 is within the budgeted amount for this expense.
