BACKGROUND:
The Memorial Day Parade, an annual event sponsored by VFW Post #3873 and American Legion Post #43, is scheduled for Monday, May 31, 2021.
DISCUSSION:
COVID-19 Protocols
The 2021 parade is being organized to adhere to local and state Executive Orders and CDC guidelines. Details are listed below.
Approximately 60 veterans will start at the VFW and walk or ride to the Webster Street bridge. There will be a brief memorial ceremony at the Dandelion Fountain. Additional ceremonies at military memorials around Naperville will follow.
In addition to veterans, additional participants are limited to:
1. 30 Boy Scouts
2. 30 Legion Riders
All five local high school bands and the Naperville Municipal Band have been invited to participate. Each will be stationary and placed at designated locations on the south side of Jackson Avenue. No more than 50 members each will be in attendance.
Approximately 25 flag holders will be staged on the north side of Jefferson Avenue.
NCTV17 has been invited to live stream the parade in an effort to minimize spectators along the route.
The Route
The route for the parade, including specific temporary traffic control information, is depicted on the attached map. The parade route streets will be closed intermittently from 8:45 a.m. until 9:45 a.m. To manage this, the parade participants will be spaced so the Police Department may close Jackson Avenue for short intervals to allow for safe crossing. This method has been successfully implemented for other parades. The streets of the parade route will be opened to vehicular traffic and the No Parking/Tow Zone signs removed as soon as the Police Department determines it appropriate, based on public safety.
An ordinance is required in order to tow vehicles parked on the parade route. The parade route only will be designated a No Parking/Tow Zone from 5:00 a.m. to 12:00 p.m. and will be posted accordingly. Please refer to the ordinance for specific traffic control information.
Staff will post informational signs along the parade route beginning Wednesday, May 26, 2021. Parade information will be available on the City’s website. All other matters, including insurance requirements will be satisfied prior to the event.
The parade will be conducted in accordance with state and local Executive Orders and CDC guidelines to ensure a safe event.
FISCAL IMPACT:
The VFW Post #3873 has received SECA Grant award in the amount of $30,764 for the cost of City services.
