BACKGROUND:
Every year the Naperville City Council is required to adopt a balanced budget which includes operating and capital improvement costs for the upcoming fiscal year which runs from January 1 through December 31. Riverwalk Commission recommendations are taken into consideration when City staff prepares the capital improvement requests for the Naperville Riverwalk.
DISCUSSION:
The attached table shows the various proposed Riverwalk Commission projects from 2027 through 2031. Draft design and construction costs are provided. When construction is expected to span multiple years, the cost is broken down by year.
The following is planned for 2027:
• Construction of the South Extension and Hillside Gateway improvements (initiated in late 2026)
• Close out of the construction of the North Central College Riverwalk Park
• Reroofing of the Webster Street Covered Bridge
• Replacement of the Rotary Hill Irrigation System
• Riverbank ecological restoration
• Annual Riverwalk Rehabilitation
The submittal will show the proposed projects for 2027 through 2031 since the City Council only looks at the upcoming five years. Based on the update to the 2031 Master Riverwalk Plan the following project has been added to the five-year plan:
• Eagle Street South Bank Improvements
The Riverwalk Commission’s review and input is requested. Preliminary budget numbers are still in development and are due to the City’s Finance Department by July 31st. Please be aware that projects, schedules, and funding may be adjusted throughout the budget process as further coordination with TED and Citywide priorities occurs. Staff will update the Riverwalk Commission of future adjustments. Final approval of the CY27-CY31 budget by the City Council will occur in December.
