BACKGROUND:

The Fire Department provides 197 firefighters with their own set of personal protection gear. A firefighter is given a helmet, bunker coat, bunker pants, fire boots, fire gloves, protective hood, goggles, and earflaps when they start their career.  The gear must meet or exceed NFPA #1971, Protective Ensemble for Structural Firefighting, current edition requirements. 

 

In addition to purchasing gear for a new employee, an individual set of gear may be replaced either because it has reached the nationally recognized standard age for replacement or because it has been damaged during an incident or through regular wear and tear to the point at which it no longer passes independent testing.  The firefighters are provided their fire boots, gloves, and accessories to protect their neck, eyes and ears under the helmet. The Fire Department purchases approximately 50 to 65 sets of protective gear annually.

 

It is extremely important that the gear fit the firefighters so that they have best mobility and flexibility to perform their jobs in an emergency situation.  For that reason, the bid includes awarding two brands of bunker gear (coat, pants and suspenders) to provide the firefighters with a choice to obtain an individual best fit.  Firefighters will be provided with a protection clothing system that will ensure a high level of thermal protection, while contributing a minimum amount of resistance to movement.

As stated above, two brands of bunker gear will be awarded in order to provide firefighters with a choice to obtain best fit with their protective gear.  The brands/suppliers with the lowest bids are Innotex/Equipment Managagement Co and LION/LION First Responder.  Both sets of gear meet NFPA standards.

*Municipal Emergency Services Inc. and Air One Equipment, Inc. requested and the City agreed to remove their bids for cleaning and inspection of the gear due to the fact that they would not be awarded groups 1 or 2.  Therefore, LION First Responder is the low bidder; they will clean and inspect all of the gear. 

 

The term of the award is from October 7, 2017 through December 31, 2019 with two additional one-year renewal options.

 

FISCAL IMPACT:

CIP# N/A

 

Personal protection gear is expensed to the Operating Supplies account below.  A total of $188,450 has been budgeted for Uniforms/PPE in CY2017.  The requested award is within the budgeted amount for this expense for CY2017. Since this contract spans multiple years, budget will be requested as part of CY2018 to accommodate the remainder of the contract value.
