BACKGROUND:

The City of Naperville ordinance governing public safety responses to security alarm systems was originally adopted in 2001. It was been updated in 2008 and 2022 to remain effective and aligned with current practices.

 

DISCUSSION:

The following amendments are proposed to Section 10-6A for several reasons:

 

1.                     Reduction in False Alarm Threshold: The number of false alarms required for an alarm system to be placed on Restricted Response is being reduced from ten to eight within a calendar year. This change aims to address excessive false alarms more promptly. This ensures public safety resources are not overburdened by repeated false alarms and allows police personnel to focus on emergencies.

 

2.                     Updated Definitions: Several definitions within the ordinance are being revised to reflect current industry standards and practices.

 

3.                     Enhanced Responsibilities: The amendments introduce additional duties for security alarm users and monitoring companies. These responsibilities are designed to increase accountability and reduce false alarms by ensuring proper maintenance and operation of alarm systems. Adding duties for security alarm users and monitoring companies encourages proactive maintenance and operation of alarm systems. This should reduce false alarms and unnecessary police dispatches and enhance overall system reliability.

 

4.                     Introduction of "Runaway Alarms" Classification: A new "Runaway Alarms" classification is being added to address malfunctioning systems that generate repeated false alarms from the same zone without separate human action. This allows for limited response to such systems, preventing unnecessary deployment of public safety resources and incentivizes alarm users to fix underlying issues.

 

5.                     Software Compatibility: The amendments ensure compatibility with the updated software (Tyler) used by the City for managing alarm systems and related data which will streamline administrative processes.
