BACKGROUND:

The Subject Property is an approximately 9150 square foot parcel generally located at the southeast corner of the Ellsworth St. and Benton Av intersection, with a common street address of 8 S Ellsworth Street. The property is zoned R2 (Single-family and Low Density Multiple-Family Residence District) and is currently improved with a 2-story Two Part Commercial Block and an attached Vernacular home in the I-House style. The 2008 Architectural and Historic Survey (attached) (“Survey) notes the structure has previously been altered via painting of the original brick material, replacement windows/doors in original openings and the removal of a historic conical roof above the round northwest corner tower.  The attached home is noted as a rare and early example of the I-House with only minor alterations.

The Historic Building Design and Resource Manual (HBDRM) provides the typical attributes of Vernacular style buildings on page 26 of the manual. The principal structure is listed as "significant" to the Local Historic District and in "good" condition in the Survey; this survey also includes details regarding prior alterations and significant features of the structure.

DISCUSSION:

The applicant and property owner, David Shull, is seeking HPC approval of a Certificate of Appropriateness (COA) to allow for the re-introduction of the historic conical roof above the existing round tower feature at the northwest corner of the building. 

 

Work Requiring COA Approval

Roof:

-                     The scope of work includes adding a conical roof above the existing tower/turret at the northwest corner of the building. The architectural plans indicate the new roof structure will add 9 feet in height to the existing structure with a proposed pitch/slope of 30:12. The drawings provided include the existing and proposed conditions as well as a historic image, dated 1917, showing the original conical roof in place. The new conical roof will feature asphalt shingles and a copper finial to generally match the style and aesthetic of the historic version.  -                     The proposed addition will comply with all R2 setbacks.

-                     Page 45 of the HBDRM provides guidance regarding roofs and notes that it is encouraged to re-roof with materials that match the original in material, color, pattern and profile. Substitute materials such as asphalt or fiberglass singles are acceptable, other materials are discouraged. The HBDRM encourages the maintenance and/or repair of original roof shape, pitch, and features such as proposed herein.

Factors for Consideration of a Certificate of Appropriateness Application: Review of COA applications are conducted based on the compatibility with the Factors for Consideration of a Certificate of Appropriateness Application (Section 6-11-8:5; Certificate of Appropriateness Required). The owner has detailed their justification of the factors considered which is included in the attachments for review by the HPC.
