BACKGROUND:

The City of Naperville completed a Facilities Plan for Springbrook Water Reclamation Center (SWRC) in 2021.  The Facilities Plan supports the City’s Utilities priority of protecting the health and welfare of our residents and meeting regulatory requirements.

 

The Facilities Plan outlines a long-term strategy for improvements at SWRC to ensure compliance with the City’s National Pollutant Discharge Elimination System (NPDES) permit. It also anticipates future regulatory changes, particularly those related to nutrient removal and the South Plant improvements were identified as a key project in the plan.

 

In March 2025, the Water Utilities issued Bid #25-096, SWRC South Plant Improvements.  The project generally includes retrofitting the existing aeration basin into two Return Activated Sludge (RAS) fermenters, constructing four new three-pass aeration basins and two final clarifiers, installing four new blowers and modifying the existing clarifier distribution and collection structures. The work also includes associated electrical and power systems, emergency power connections, flow metering, yard piping, plumbing, structural work, and instrumentation and controls.

Vissering Construction Company submitted the lowest bid for the project at $59,302,000. Staff believe the bid is reasonable for the scope of work specified. Vissering Construction Company has extensive experience constructing similar projects, including the currently ongoing South Plant Grit & Ras construction for the City. Therefore, staff are confident in Vissering’s ability to complete the work as specified. Staff recommends Vissering for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The substantial completion date for this project is May 1, 2028.

 

The term of the contract is from the date of the award to August 1, 2028.

 

FISCAL IMPACT:

CIP #: WW045 - SWRC South Plant Capacity Upgrades & Improvements

 

Construction of the South Plant Improvements is budgeted as part of the Water Utilities capital improvement program. The 2025 - 2029 CIP includes $51.22 million for the construction of these improvements. The above budget was established in the summer of 2024 based on the engineer’s cost estimate at the 60% design stage. Since then, construction costs have increased, primarily due to inflation, the current tariff situation and expanded scopes identified during design. As a result, the requested award exceeds the amount included in the CIP by $8.08 million. That additional amount will be accommodated by savings from other projects.

 

The South Plant Improvements are part of a multi-year plan to improve SWRC. This project will be funded by various sources, including water and wastewater charges, general obligation bonds, and phosphorus removal funds. The City of Warrenville will also contribute an estimated 7.5% proportionate share of project costs.

 

Staff will monitor expenditures to ensure they remain within the approved budget.
