BACKGROUND:
In 2022, the Water Utilities completed a Request for Qualifications (RFQ 22-067) for water main and sanitary sewer projects and five consultants were shortlisted. The RFQ also stated that the City retains the right to use the services of a successful firm for future phases of a specific project. The short-listed consultants are:
1. Baxter and Woodman
2. Ciorba Group
3. Civil and Environmental Consultants
4. Crawford, Murphy & Tilly
5. Fehr Graham
In February 2025, the Water Utilities issued Work Order 22-067-WATER-25-02 seeking to retain the services of a qualified and experienced consultant to provide construction engineering services for the Royal Oaks Water Main Improvements. Work Order 22-067-WATER-25-02 was issued to consultants on the Water Utilities engineering services shortlist.
The purpose of the project is to replace the aging and deficient water main on White Oak Drive between Porter Avenue and Elizabeth Avenue, Elizabeth Avenue between White Oak Drive and Charles Avenue, and Anne Road between Elizabeth Avenue and Charles Avenue.

The term of the contract is approximately seven months from the date of award through October 31, 2025.

The requested award is expensed to the Architect & Engineering services account listed below. The 2025 budget includes $2.93 million for this project. Of that amount, $1.50 million is committed to the construction contract. The requested award for construction engineering services is within the approved budget.
