BACKGROUND:
The Department of Public Works - Public Buildings Division (DPW-PBO) contracts with an alarm and fire suppression system service provider to perform preventative maintenance, required testing, equipment repairs, modifications, project work and new installations in designated City facilities, including Naper Settlement.
In January 2017, the City Manager approved the award of Contract 16-298, Alarm and Fire Suppression Services to Fox Valley Fire and Safety Company for a two-year term with three, one-year extensions. In December of 2018, the City Manager approved the award of the first option year from January 1, 2019 through December 31, 2019.
DISCUSSION:
The contractor has performed well during the first option year of the contract. In 2019, the vendor performed 3-year air pressure tests of the dry sprinkler systems and 5-year internal obstruction tests of the fire sprinkler system piping at the Water Street and Van Buren parking decks and Police Department. In addition, obsolete fire alarm panels that were not working properly were replaced at the Electric Service Center.
The Department of Public Works and Naper Settlement anticipate spending $98,065 for mandated inspections, emergency repairs, vandalism repairs, and system upgrades in 2020. In 2020, DPW will perform necessary testing and equipment upgrades per NFPA requirements and will perform system flushing at the Electric Service Center, Municipal Center, and Police Department. Naper Settlement will continue to perform annual tests and inspections for fire, burglar, security and interior sprinkler systems in 2020. DPW’s portion of the award is $92,065 and Naper Settlement’s portion is $6,800.
The term of the second option year is January 1, 2020 through December 31, 2020, with one option year remaining.

Alarm and Fire Suppression System Services are expensed to the building and grounds maintenance accounts below. A total of $891,350 has been budgeted across these accounts for building repairs and maintenance, including fire suppression in 2020. The requested award of $98,865 is within the budgeted amount for this expense.
