BACKGROUND:
When subdivisions approach build-out and the streets have been turned to the City for maintenance, staff evaluated the area to establish basic right of way controls. Naper Commons has their roads finished and build out completed in June 2025.
Naper Commons is a newer subdivision bordered by Danda Forest Preserve (west and north), Naperville Rd (east), and Warrenville Rd (south). The streets in Naper Commons are currently operating under temporary stop controls that were put in place to accommodate construction traffic during development.
DISCUSSION:
The City applied various established federal, state, or local procedures in consideration of implementing stop control primarily depending on the street classification and type of stop control (all-way vs one/two-way). For a new subdivision, basic one-way and two-way stop controls are applied based on their function and connectivity as defined in the Municipal Code. Naper Common streets will be formally adopted into the next update of the Master Thoroughfare Plan along with other newer roadways.
Lucent Ln is classified as a Local Street in the City’s Master Thoroughfare Plan. The following streets in Naper Commons will be classified as listed:
Local Street:
• Bright Hawk St (Wetherbee Ln to Wrenson Ave)
• Hattie St (Weatherbee Ln to Wrenson Ave)
• Hibbard Rd (Weatherbee Ln to Lucent Ln)
• Josiah Rd (Lucent Ln to Weatherbee Ln)
• Snapper Rd (Lucent Ln to Weatherbee Ln)
• Weatherbee Ln (Terminus/Hibbard Rd (west) to Naperville Rd)
• Wrenson Ave (Lucent Ln to Weatherbee Ln)
A sign plan was reviewed by the City before building began, this plan included no stop controls for Naper Common streets. During the construction phase of the subdivision the developer altered the sign plan to install a one-way stop at Hibbard Rd and Weatherbee Ln (west) (T-intersection) and a two-way stop at Hibbard Rd and Weatherbee Ln (east) (four leg intersection).
For “T-intersections” the City does not place stop signs on the street that is terminating unless there are sight distance, volume, and crash history concerns at the intersection or the through street is an arterial as designated in the City’s Master Thoroughfare Plan. Per the Illinois Rules of the Road, a driver on the terminating road must stop and yield the right of way to vehicles, bicycles, or pedestrians on the through street when no traffic control signs or signals are present.
The City reviewed Hibbard Rd and Weatherbee Ln (west) and did not find concerns that would support a one-way stop.
The City reviewed Hibbard Rd and Weatherbee Ln (east) and determined that a two-way stop control should be established to clarify the assignment of the right of way due to existing conditions and the volume of traffic on the intersecting roads being approximately equal. Hibbard Rd will stop for Weatherbee Ln.
