BACKGROUND:

In February 2024, the Water Utilities issued Bid 24-061, Supervisory Control and Data Acquisition (SCADA) Maintenance Services, to contract with a firm for maintenance and troubleshooting services on the Supervisory Control and Data Acquisition (SCADA) system, which remotely monitors and operates the City’s water supply, stormwater pumping and wastewater facilities. Work under this contract includes scheduled maintenance, troubleshooting and repair of remote terminal units, Human Machine Interface (HMI), Variable Frequency Drive (VFDs) and Programmable Logic Controller (PLC) equipment at the Springbrook Water Reclamation Center and equipment located throughout the City’s water supply, water distribution, stormwater pumping and sanitary sewer collection systems.

Advanced Automation and Controls, Inc., has been working with Water Utilities for 20 years. This contractor fully understands the water SCADA system and how all systems operate, keeping hourly rates lower than the other vendors.

 

The term of this contract is from May 1, 2024, through December 31, 2025, with five one-year options to extend the contract.

 

FISCAL IMPACT:

Scheduled maintenance services associated with the SCADA system are expensed to the account numbers listed below. A combined total of $195,000 is approved as part of the 2024 Budget for costs related to repairs, instrument parts and the maintenance contract across the water facilities. The requested award is within budget. The 2025 portion of the contract will be budgeted accordingly during the 2025 budget development.
