BACKGROUND:
In 2022, Water Utilities completed a Request for Qualifications (RFQ 22-109) for consulting engineering services at SWRC. Four consultants were short-listed for a three-year term as a result of this process. The consultants are:

The City of Naperville recently completed a Facilities Plan for Springbrook Water Reclamation Center (SWRC). The Facilities Plan identified a long-term plan for improvements to SWRC to comply with the City’s National Pollutant Discharge Elimination System (NPDES) permit and anticipated future regulations, particularly related to nutrient removal.
In June 2022, the Water Utilities issued RFP 22-179, Springbrook Water Reclamation Center IEPA Regulatory Assistance, to retain the services of one of the shortlisted consultants to assist the City in obtaining a feasible compliance schedule from Illinois Environmental Protection Agency (IEPA) for certain plant improvements and expansions, as well as nutrient removal and other regulatory requirements, at Springbrook Water Reclamation Center (SWRC). In addition, the City’s NPDES permit for SWRC will expire on December 31, 2023, and this consultant will provide technical and permitting assistance to the City during the permit renewal process.

The sole proposal received was from the same consultant who prepared the Facilities Plan. They are well-positioned to provide professional services for this project due to a long history and comprehensive knowledge of SWRC. This vendor is therefore recommended for award of this project.
It is expected that this IEPA Regulatory Assistance assignment will continue through at least one (1) NPDES permit cycle. The current NPDES permit is set to expire on December 31, 2023. City staff anticipates that this assignment will continue until December 31, 2028.

Engineering services for phosphorus-related projects at SWRC is expensed to the account number listed below. The transfer (if required) will be made from the Phosphorus Fund to cover the services. The requested award is accommodated within budget.
