BACKGROUND:

The Century Memorial Chapel’s cedar shingle roof replacement has been deferred for several years due to other maintenance opportunities and priorities. The existing roofing system has reached the end of its serviceable lifespan and is now a candidate for replacement. Proactively replacing the roof will mitigate the risk of structural failure and prevent potential damage to the building’s interior.

 

In October 2025, the City Council awarded contract 25-142, Job Order Contracting (JOC) Services, to McDonagh Demolition and Anchor Mechanical, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of small government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of work, and the cost is determined by applying each scope item to a predetermined book of pricing established through a competitive bidding process. 

 

DISCUSSION:

The Century Memorial Chapel roof replacement scope is at the top of the deferred list to be replaced as quickly as funds become available. Naper Settlement will use a composite cedar shake, Enviroshake, which will extend the life of the roof and provide a 50-year warranty on the roofing system. This composite has the same cedar look, is Class A fire rated, exceeds 180 mph wind rating, and UL 2218 Level 4 impact rated. To facilitate the timely completion of this project under favorable weather conditions and ahead of peak touring season, the staff recommends that this work be completed by McDonagh Demolition, one of the City’s approved JOC contractors. The Buildings and Grounds Department has determined that utilizing the Job Order Contract or JOC is the most efficient approach.  This ensures the procurement of a qualified vendor at a budgeted cost while expediting the roof replacement process.

 

This project is anticipated to be completed by December 4, 2026.

 

FISCAL IMPACT:

CIP#: NS068

 

The Century Memorial Chapel Roof Replacement will be expensed to the Building Improvements account listed below. This work is being done under NS068, the Chapel Roof Replacement; NS068 was not included in the 2026 capital program and as a result the work is unbudgeted. Although this work was not included in the budget, staff believe this can be accommodated within the 2026 budget due to serval capital projects coming in under budget. Staff will continue to monitor capital bids and expenditures and make adjustments as needed to support this award within the 2026 budget.
